Why municipalities should be trained? Specialization Program

Each municipality of the country must have a comprehensive management plan for municipal waste (PMGIR) properly applied the law, as set by the new law, formulated in a pool with other municipalities, a situation that forces these institutions to receive adequate training of waste management, to be able to establish a successful local development plan and the University for International Cooperation (UCI) with a specialization in the field.

theoretical and methodological model to guide the various phases of the proposed planning process is framed in the "Integrated Sustainable Waste Management - ISWM" instrument developed by a group of organizations from eight countries in various continents, including Costa Rica, to promote solutions to the problems of waste management that are appropriate for a particular town or county, from the technical point of view, economic environmental and social.

And, this concept not only takes into account the technical or financial sustainability-economic, as is traditionally done, but also includes socio-cultural, environmental, institutional and political factors that influence sustainability waste management. It is a strategic and long term, which emphasizes the fundamental role a variety of social actors involved on a daily basis at different stages of solid waste management.

At the international level are managing consultation and coordination between municipalities and civil society to address environmental problems in communities. In this sense the project include training and technical assistance from the International Council for Local Environmental Initiatives (ICLEI). In Latin America, efforts have been developed with the University of International Cooperation (UCI) to provide master's and doctoral degrees in Sustainable Development.

In Costa Rica the National Federation of Community Development Associations (CONADECO), the Institute of Municipal Promotion and Advice (IFAM) and the National Union of Local Governments (UNGL) have led some municipal initiatives to define the Local Agenda 21 by means of a specialized training program.

In each team was formed with representatives of municipalities and civil society, where each team was trained with methodologies provided by ICLEI in sustainable development issues, with the support of training and technical assistance from the ICU.

some of these municipalities also managed to establish a Work Plan Development Local, which lacked an adequate legal framework for their development, however, identified the priority projects in their canton. As a common denominator, all municipalities highlighted the need to "educate and make a proper waste management."

The UCI has developed a specialized program for municipalities, because the situation demands.
